Reports To: Vice President of Construction & Operations
Position Summary: The Project Manager is responsible for the overall management, administration, and successful execution of Wastewater Treatment and Water Treatment Facilities, heavy civil and underground utility construction projects, including water, wastewater, sewer, storm drain, and related infrastructure work. This position requires full accountability for project planning, scheduling, budgeting, cost control, contract administration, safety compliance, and coordination of field operations to ensure projects are completed in accordance with contract documents, company standards, and applicable laws and regulations.
Duties and Responsibilities: The Project Manager’s duties include, but are not limited to, the following:
- Plan, direct, and manage all aspects of assigned construction projects from pre-construction through final closeout.
- Manage and coordinate all project resources, including labor, materials, equipment, subcontractors, suppliers, and vendors.
- Develop, maintain, and update project schedules and ensure adherence to contractual milestones and completion dates.
- Prepare, review, negotiate, and administer subcontract agreements, purchase orders, and vendor contracts in accordance with company policy.
- Serve as the primary company representative and point of contact with owners, engineers, inspectors, subcontractors, suppliers, and trade partners.
- Monitor project budgets, job costs, forecasts, and cash flow; prepare and submit accurate cost reports and variance analyses.
- Manage and support field operations in coordination with the General Superintendent and Project Superintendent to ensure productivity, quality, and schedule compliance.
- Oversee, maintain, and strictly enforce the company’s safety policies, OSHA requirements, and project-specific safety plans.
- Allocate and manage company labor, equipment, and materials efficiently to maximize project performance.
- Participate in pre-construction and bidding efforts, including constructability reviews, scheduling input, and cost analysis,
- Prepare, price, negotiate, and administer change orders, claims, and contract modifications.
- Maintain complete, accurate, and organized project documentation for both office and field operations, including correspondence, submittals, RFIs, change orders, and closeout documents.
- Ensure all work complies with contract documents, plans, specifications, permitting requirements, and applicable federal, state, and local regulations.
- Represent the Company in a professional manner and promote a culture of teamwork, accountability, quality workmanship, and safe work practices.
- Perform other duties as assigned by executive management.
Required Education, Certifications, and Experience:
- Bachelor’s degree in construction management, Civil Engineering, or a related field preferred; equivalent combination of education and significant relevant experience may be considered.
- Minimum of 7–10 years of progressive project management experience in wastewater and water treatment facilities, heavy civil and underground utility construction, including water, wastewater, sewer, storm drain, and large-diameter pipeline projects.
- Demonstrated experience managing public works projects, including familiarity with municipal, state, and federal contract requirements.
- OSHA 30-Hour Construction Safety Certification (or ability to obtain within a specified timeframe).
- Valid driver’s license and ability to travel to project sites as required.
Knowledge, Skills, and Abilities:
- Extensive knowledge of water and wastewater treatment construction, heavy civil construction means and methods and underground utilities.
- Strong understanding of construction contracts, scheduling (CPM), cost control, and change management.
- Ability to read and interpret plans, specifications, contracts, and technical documents.
- Proven leadership and supervisory skills with the ability to manage field and office personnel.
- Strong written and verbal communication, negotiation, and organizational skills.
- Proficiency with construction management and project control software.

The Assistant Project Manager (“APM”) shall report directly to the Project Manager and shall assist in the administration, coordination, and delivery of heavy civil construction projects, including water, wastewater, and underground utility infrastructure. This position is intended as a developmental role, with the expectation of advancement to Project Manager consistent with the Company’s policy of promoting from within.
Reporting Relationship:
- Reports to: Project Manager
- Works in coordination with: General Superintendent, Project Superintendent, field supervision, subcontractors, suppliers, owners, and consultants.
General Responsibilities: The Assistant Project Manager shall assist the Project Manager in carrying out assigned duties necessary for the successful execution of projects in accordance with contract documents, Company policies, project schedules, budgets, and applicable laws.
Specific Duties and Responsibilities: The Assistant Project Manager’s responsibilities shall include, but are not limited to, the following:
- Assist in managing and coordinating all project resources, including labor, materials, equipment, subcontractors, suppliers, and vendors.
- Assist in the development, maintenance, and monitoring of project schedules.
- Assist in the preparation, issuance, and administration of subcontracts, purchase orders, and vendor agreements under the direction of the Project Manager.
- Act as a liaison for the Company in communications and negotiations with owners, subcontractors, suppliers, and trade partners, as directed.
- Assist with job cost tracking, budget control, forecasting, and cost reporting.
- Support and coordinate field operations in conjunction with the General Superintendent and Project Superintendent.
- Assist in overseeing, maintaining, and enforcing the Company’s safety policies and procedures.
- Assist in the management of Company-owned equipment and resources in coordination with field leadership.
- Participate in the preparation of bids, estimates, and proposals.
- Assist in developing pricing, documentation, and support for change orders and extra work.
- Maintain accurate and complete project documentation and files for both office and field operations.

- Maintain and develop a strong working knowledge of water, wastewater, and heavy civil construction means and methods.
- Perform additional duties as assigned by the Project Manager or Company management.
Career Development: The Assistant Project Manager position is intended to prepare the employee for promotion to Project Manager. Advancement is based on demonstrated performance, leadership, technical competence, and the needs of the Company. Promotion is not guaranteed.
Limitation of Authority: The Assistant Project Manager shall have no independent authority to bind the Company contractually, financially, or legally unless expressly authorized in writing by the Project Manager or Company management.

Position Summary: The Project Superintendent (“Superintendent”) is responsible for the day-to-day field management, coordination, and execution of construction operations for water and wastewater – heavy civil projects, including earthwork, structural concrete, mechanical piping systems, process equipment, and related infrastructure. The Superintendent provides direct leadership to field crews and subcontractors and ensures that work is performed safely, efficiently, and in accordance with contract documents, schedules, and Company standards.

- Works in coordination with: Assistant Project Manager, General Superintendent, field supervision, subcontractors, suppliers, and inspectors.
Duties and Responsibilities: Field Leadership & Trade Coordination
- Provide strong leadership and supervision across all Company trades, including:
- Earthwork and grading
- Structural concrete
- Mechanical and process piping systems
- Process and mechanical equipment installation
- Job site and construction equipment operations
- Coordinate sequencing of work activities to maintain productivity and schedule compliance.
- Direct field personnel and subcontractors to ensure efficient manpower utilization.
Scheduling & Manpower Management:
- Develop, manage, and update daily, weekly, and monthly field schedules in coordination with the Project Manager.
- Plan and allocate manpower to meet production goals and schedule requirements.
- Coordinate work plans and short-interval schedules with field supervision.
Daily Reporting & Documentation:
- Prepare and submit accurate daily field reports documenting manpower, equipment, production, deliveries, and site conditions.
- Maintain records of field activities, delays, and issues impacting schedule or cost.
Safety Leadership:
- Conduct daily safety briefings (“toolbox talks”) and lead weekly safety meetings.
- Enforce Company safety policies and site-specific safety plans.
- Ensure compliance with OSHA, ADOSH, and project-specific safety requirements.
- Identify and correct unsafe conditions and work practices.
Resource & Equipment Management:
- Oversee and manage Company resources assigned to the project, including:
- Manpower
- Construction equipment
- Safety equipment and apparatus
- Materials and material inventory.
- Coordinate delivery, handling, secure storage, and protection of materials and equipment.
- Ensure equipment is properly maintained, utilized, and secured.
Site Logistics & Field Offices:
- Establish and maintain jobsite logistics, including:
- Field office setup
- Temporary utilities (power, water, sanitation, communications)
- Site access, laydown areas, and traffic control
- Ensure the jobsite is organized, functional, and safe for daily operations
Quality Control:
- Ensure work is performed in accordance with plans, specifications, and Company quality standards.
- Coordinate inspections and testing as required.
- Identify and correct deficient work in a timely manner.
Technical Knowledge:
- Maintain and apply a strong working knowledge of water, wastewater, and heavy civil construction means and methods.
- Review plans and specifications to proactively identify constructability issues.
Company Representation:
- Represent the Company professionally on the jobsite.
- Promote a strong team culture emphasizing safety, quality, accountability, and collaboration.
Knowledge, Skills & Experience:
- Demonstrated leadership experience in heavy civil construction.
- Strong working knowledge of earthwork, concrete, underground utilities, mechanical piping, and equipment installation.
